Role Summary
Health Quality BC provides system-wide leadership to efforts designed to improve the quality of health care in British Columbia. Through collaborative partnerships with health authorities, patients, and those working within the health care system, we promote and inform a provincially-coordinated, patient-centred approach to quality.
Reporting to the Director, Learning & Capability Development, the Leader, Capability Development works in collaboration with Health Quality BC staff to develop, deliver and provide leadership to educational programs, workshops and events. The Leader is looked to as an expert in adult learning and pedagogy, with responsibility for the design, delivery and evaluation of Health Quality BC’s capability and capacity building strategies and programs. The nature of this position is one that is continuously evolving as Health Quality BC responds and supports the health care system to improve care across the continuum of care. The Leader plays an integral role in providing leadership and expertise in improvement strategies, principles and practice, including facilitating and supporting Health Quality BC initiatives outlined in its strategic plan. The position works in collaboration with other team members to achieve the mandate and goals of Health Quality BC.
Key Accountabilities
- Participate in the development of a comprehensive capability and capacity building strategy for quality improvement, including the identification of new opportunities, unmet needs and novel delivery models.
- Plan, coordinate and execute all aspects of program development and delivery in conjunction with Health Quality BC staff, ensuring the smooth delivery of programs on time and within budget. This includes both existing programs such as the Quality Academy, as well as new programs that may be developed.
- Ensure the application of sound pedagogical approaches to content development in conjunction with Health Quality BC staff and other content experts.
- Develop and execute evaluation plans in order to demonstrate value to interested parties and inform ongoing efforts to improve the quality of all programs, including the publishing of results.
- Work with Health Quality BC staff, faculty and program participants to ensure the smooth delivery of learning programs and address issues that arise with tact and diplomacy.
Qualifications
A level of education, training and experience equivalent to a bachelor’s degree in adult learning, organizational learning and training and/or a health discipline, plus five (5) years of recent related experience in developing and leading educational programs. Experience with quality improvement methodology and understanding of the health care system is preferred.
Excellent communication skills, both written and verbal, including the ability to train, facilitate, negotiate and persuade others. Systems thinking and political awareness are essential. Strong analysis and problem-solving abilities required. Excellent organizational skills including the ability to prioritize workload to meet deadlines. Knowledge of learning and evaluation models such as logic and Kirkpatrick. Highly developed analytical and critical thinking skills. Ability to deal effectively with all levels of staff.
