LOUD in the ED 2025 Learning Session 1 Insights Report
This report offers practical takeaways for clinicians, leaders and improvement advisors focused on enhancing substance use care in acute care settings. It highlights both the complexity and the opportunity of improving OUD care in emergency departments, sharing lessons, successes and new ideas to support collective action and ongoing learning.

About This Report
LOUD in the ED is designed for emergency department teams across BC to improve opioid use disorder (OUD) identification, therapeutic intervention and connection to follow-up, with the goal of reducing deaths from BC’s ongoing toxic drug crisis.
On April 30, 2025, teams from 15 sites representing all regional health authorities came together in the collaborative’s initial learning session to share strategies, explore challenges and learn from each other. This highly interactive session created space for open dialogue and inspiration, all aimed at strengthening OUD care in emergency departments.
This session is reminding me of why I do what I do.

About LOUD in the ED
LOUD in the ED is a provincial collaborative led by Health Quality BC (HQBC) in partnership with Emergency Care BC and the BC Centre on Substance Use. This work is being done in collaboration with health authorities, with funding and support from the Ministry of Health through the Community Action Initiative. We would like to recognize all members of our Expert Group and participants of Phase 1 Working Groups in September – December 2024 whose contributions and perspectives are incorporated throughout the program materials. Their perspectives on receiving and delivering opioid use disorder care in EDs and other clinical settings across BC have been invaluable in shaping this program.
