The expected starting base salary for this position is $80,703 – $85,349 annually, depending on a variety of factors including qualifications and experience. Once hired, you will progress through a wider salary range over time as you continue to develop job knowledge, skills and competencies for the role.

What You’ll be Doing
Reporting to the Director, Research & Evaluation (RE), the Measurement Analyst (MA) supports the organization’s benefits realization project as part of the Business Transformation strategic initiative. Collaborating with subject matter experts, product owners, the RE team, and the business transformation working group, the MA gathers information, develops metrics, and establishes measurement processes and plans. This role involves using data collected from the requirements gathering process to track business transformation outcomes, creating documentation, analyzing data, and producing summary reports and presentations. The MA will also liaise with internal and external groups and provide actionable recommendations to drive process improvements.
Key Responsibilities Include:
- Under the direction of the Director, RE, develops and executes the benefits realization activities with the Business Transformation program.
- In collaboration with the RE team, conducts sessions and activities for business analysis information gathering and effectively communicates results to all impacted groups.
- Develops metrics, data collection methods and tools to evaluate project outcomes against its intended results.
- Monitors data collection processes to ensure accuracy and maintains related data and documentation.
- Conducts data analysis and creates dashboards, reports and presentations that summarize findings.
- Utilizes visualization tools (e.g., Power BI, Tableau) to deliver insights to non-technical audiences.
- Tracks and synthesizes information to evaluate progress towards measurable outcomes and ensures benefits achieved align with business transformation initiatives.
- Establishes and maintains effective working relationships and partnerships across internal teams and external contractors.
- Contributes to project plans by providing input on timelines, dependencies, priorities, and risks, and delivers regular status updates to the project manager and other impacted groups.
- In collaboration with the Director, RE and the project team, establishes and monitors performance indicators to assess the success of benefits realization efforts, adjusting strategies when necessary.
- Develops recommendations for ongoing process improvements based on data insights.
- Demonstrates a commitment to ongoing learning related to Indigenous cultural safety and humility and supporting organizational actions towards addressing indigenous-specific racism in BC’s health care system.
Your Education & Skills
- Bachelor’s in business intelligence, business administration, health information science, health informatics or a related field.
- 3-5 years of recent experience in metrics development, data analysis and business process evaluation; experience with benefits realization or business transformation is an asset.
- Demonstrated ability to develop metrics, data collection tools, and processes, analyze and interpret data to inform business decisions.
- Experience in visual thinking and selecting appropriate tools to represent complex information in an understandable textual and/or visual model to engage and inform audiences.
- Strong proficiency in MS Word, Excel, PowerPoint, Visio and basic data analysis tools and methodologies.
- Strong proficiency in Power BI, Tableau or other data visualization tools.
- Understanding of business process streamlining and re-engineering.
- Strong problem-solving skills, analytical thinking, and attention to detail.
- Excellent oral, written and interpersonal communication skills; ability to communicate complex ideas in simple terms and convey intended outcomes to diverse audiences.
- Ability to establish and maintain strong relationships with partners with varied systems knowledge; demonstrating strong business acumen.
- Demonstrated continuous improvement mindset; good understanding of change management concepts and ability to recognize potential limitations and opportunities and risks.
- Ability to work effectively independently and collaboratively within a team.
- Ability to organize and manage concurrent projects and activities, keeping team members and decision-makers informed of progress and significant issues; project management experience or skills an asset.
- Demonstrates flexibility and adaptability, including the capacity to re-prioritize as emerging needs occur.
- Demonstrated initiative, self-direction, and strong time management skills.
- Knowledge of Canadian colonial impacts on Indigenous people in social and health contexts, including social, economic, political, and historical realities impacting Indigenous communities and knowledge of Indigenous-specific anti-racism and accompanying reports (e.g. The Truth & Reconciliation Commission’s 94 Calls to Action (2015), the In Plain Sight Report (2020), and Reclaiming Power and Place’s Calls for Justice (2019)) is an asset.
- Demonstrated understanding of equity, diversity, inclusion, and cultural humility as they apply to health care is an asset.
- Experience in the healthcare sector or nursing is an asset.
