Job Description

In accordance with the Vision, Purpose, and Values, and strategic direction of the Vancouver Island Health Authority (Island Health) patient and staff safety is a priority and a responsibility shared by everyone; as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

Reporting to the Vice President, Quality, Research and Chief Nursing & Allied Health and working alongside the Executive Medical Director (EMD), the Executive Director (ED) is responsible to provide strategic direction of organizational quality and safety, human experience and research. In addition, they also provide leadership in setting the organizational practices that enable quality improvement and ensures critical gaps in quality, and high risk issues are surfaced for decision.

The ED provides direct oversight and accountability of the Quality and Patient Safety function operations which includes: Clinical Governance, Quality, Patient Safety, Patient Care Quality, Policy and Clinical Risk, Ethics, Patient and Staff Experience, Accreditation and Research.

This position will play a pivotal role working with Island Health executive leaders to integrate research strategies to address organizational priorities and ensure the sustainability of research-driven innovation initiatives, including research and learning health system capacity development. This involves supporting regional, provincial and national partnerships with external collaborators, including but not limited to academia and government.

The ED works in partnership with the EMD, to champion and lead the advancement of Island Health’s commitment to excellence in quality, safety. Working in collaboration with Island Health’s executive leaders responsible for clinical programs, corporate programs, and local and regional service delivery, the ED alongside the EDM co-leads the implementation of the clinical governance model – based on a culture of safety within an organization that recognizes the significance of the human experience, of both the people receiving and providing care, their families, and chosen family.

The ED provides senior leadership for the strategic and structural enablers of Research, Quality Assurance, Quality Improvement, Quality Control, and Patient Safety, and rewards learning, improvement, and innovation in the Clinical Governance structure. The ED supports Inter-Professional teams – which include people receiving care, their families, and chosen family – to pursue clinical and operational excellence at both the systemic, and local levels. The ED also ensures that cultural safety and Diversity, Equity and Improvement principles are an integral part of all processes supporting research, scholarly activities and quality improvement at Island Health.

The ED is responsible for directing, leading, and overseeing the implementation, monitoring, evaluation and ongoing improvement of the organization’s quality improvement strategy; and provides executive leadership to all areas of Clinical Governance by managing the support services that enable the delivery of clinical and operational excellence. Qualifications

EDUCATION, TRAINING AND EXPERIENCE

A level of education, training, and experience at least equivalent to a Master’s degree, preferably in a health-related professional discipline, and at least ten (10) years progressive senior management experience in health care and program management. Sound working knowledge of planning concepts related to budgetary, staffing, quality, and strategic initiatives. Experience in, and knowledge of, health research and knowledge translation in a health care delivery setting in Canada.
